The Charter Schools Development Corporation (CSDC), a 501(c)(3) non-profit corporation and Community Development Financial Institution (CDFI), supports quality choice for underserved students by developing and financing affordable charter school facilities nationally. With offices in Maryland and Arizona, CSDC has grown into a leading provider of financial and real estate development services to charter school organizations nationally.
CSDC is focused exclusively on the facility and financing needs of charter school organizations, helping charter school entrepreneurs and leaders finance, build or expand their school facilities with the goal of ultimately improving student achievement by increasing school choice within the American public education system. CSDC distinguishes itself from other charter school financing providers in one significant way: it is the only national non-profit focused on providing financing for newly established and early-stage charter schools, i.e. those with less than three years’ operational experience.
Over one-third of CSDC’s client schools had no prior operating history, but with CSDC’s technical assistance, innovative underwriting and financial support they were able to secure their first leased facility, commence operations, and fulfill their student recruitment and pre-enrollment commitments. In addition, more than 60% of CSDC clients serve low-income student populations (as defined by participation in the Federal Free and Reduced Lunch Program). Without CSDC’s assistance, these schools would not have been able to open and provide unique, quality educational opportunities to low-income students in the communities where they live.
- Through the Building Block Fund CSDC provides qualifying public charter schools with credit enhancements that allow them to secure more affordable loans and leases for their facilities.
- Through the Turnkey Development Program CSDC delivers build-to-suit facilities both for lease with option-to-purchase to its school tenants (and optionees) and on an outsourced basis as a fee developer.
- Through the Fee Developer Services Program CSDC acts as an outsourced owner’s representative providing full-service project management – from feasibility analysis and financing through government approvals and construction.
- Through the Direct Lending Program, CSDC offers innovative loan products to support the growth and sustainability of new and early-stage charter schools and successful, expanding schools.
